
In a significant move to boost economic growth, the Abu Dhabi Department of Economic Development (ADDED) has announced new regulations allowing companies registered in other UAE emirates to establish branches in Abu Dhabi without requiring physical premises for the first year. This initiative simplifies the business setup process and encourages business expansion in the emirate.
The decision, aimed at streamlining business expansion, applies to 1,200 economic activities across multiple sectors. This initiative aligns with Abu Dhabi’s ongoing efforts to foster a business-friendly environment and solidify its position as a leading investment hub.
Facilitating Business Growth in Abu Dhabi
Under the new framework, companies based in other emirates and free zones can now set up operations in Abu Dhabi with minimal administrative barriers. The initiative provides easier access to Abu Dhabi’s dynamic market, reinforcing the emirate’s commitment to economic diversification.
Mohammed Munif Al Mansouri, Acting Director-General of the Abu Dhabi Registration and Licensing Authority (ADRA), emphasized the importance of these reforms:
“We are forging ahead with our efforts to support Abu Dhabi’s transition to a smart, diversified, and sustainable economy. Our initiatives enable businesses to capitalize on Abu Dhabi’s growth opportunities while ensuring regulatory efficiency.”
Over the past decade, Abu Dhabi’s non-oil sectors have grown by 59%, with a 6.6% increase in the third quarter of 2024. These developments have raised the contribution of non-oil industries to the emirate’s GDP to 54%, further driving economic resilience and sustainability.
Simplified Licensing and Registration Process
Business owners from other emirates can now apply for a branch license through the unified Abu Dhabi Government Services digital platform, TAMM. The streamlined process requires document submission, approvals, and fee payments, allowing businesses to commence operations swiftly upon receiving their license approval.

This regulatory shift is part of a broader strategy to enhance Abu Dhabi’s global competitiveness. By expanding business categories under the Tajer Abu Dhabi and Freelancer licenses, the government is catering to a wider range of entrepreneurs and investors.

It also aligns with the UAE’s broader sustainability goals, as seen in the third edition of the Global Councils on Sustainable Development Goals (SDGs) launched at the World Government Summit 2025.
