
The United Arab Emirates (UAE) has officially launched the first phase of its Blue Visa program, a 10-year residency permit dedicated to individuals making significant contributions to environmental sustainability. Announced at the World Governments Summit 2025, the initiative underscores the UAE’s commitment to fostering a greener future.
As part of the initial rollout, 20 sustainability thought leaders and innovators will receive the Blue Visa. The program is jointly spearheaded by the Ministry of Climate Change and Environment and the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP).
The visa is designed for individuals engaged in environmental advocacy, marine and land protection, air quality enhancement, and sustainable technology development. Eligible recipients include:
- Members of international organizations and NGOs
- Distinguished environmental activists and researchers
- Winners of global sustainability awards
- Representatives of international companies committed to environmental action
Application and Eligibility
Individuals can apply for the Blue Visa through the ICP website and mobile application, or be nominated by relevant UAE authorities. The application process includes obtaining electronic approval from government agencies in the sustainability sector, ensuring a streamlined and transparent system for eligible candidates.
Dr. Sultan Al Jaber, Cop28 President and Minister of Industry and Advanced Technology, hailed the initiative as a game-changer in sustainability-driven migration policies.
“The Blue Residency Visa aims to attract global environmental leaders to contribute to the UAE’s sustainable economic and social development. It reinforces the nation’s commitment to leveraging advanced technologies and artificial intelligence to create impactful solutions,”
he stated.
The Blue Visa aligns with the UAE’s long-term environmental agenda and builds on the legacy of the Cop28 UN Climate Change Conference, which took place in Dubai in 2023.
Expanding Residency Options in the UAE
The Blue Visa joins the UAE’s diverse residency offerings, which include various visa options:
- Golden Visa (10-year residency for investors, entrepreneurs, and skilled professionals)
- Green Visa (5-year residency for self-employed individuals and investors)
- Remote Working Visa (Residency for remote professionals working for overseas companies)
- Multi-Entry Tourist Visa (5-year visa allowing extended stays)
With its Blue Visa initiative, the UAE continues to solidify its reputation as a global leader in sustainability and innovation.
