Visa violations in the UAE typically occur when individuals fail to adhere to immigration laws. Common infractions include overstaying visit or residency visas, using expired visas, or possessing counterfeit documents. For visit visa holders, overstaying results in an immediate fine of AED 50 per day, whereas resident visa holders are granted a grace period ranging from 30 days to six months, depending on the visa type. Exceeding the grace period results in a similar daily fine.

Authorities acknowledge that such violations can arise from misunderstandings, delays in paperwork processing, or unforeseen personal emergencies. To assist affected individuals, Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA) has implemented a structured process for visa fine waivers.

Eligibility Criteria for Visa Fine Waiver

Not all visa violators qualify for a fine waiver. The eligibility requirements include:

  • Accumulated fines of AED 4,000 or more.
  • Individuals who overstayed on tourist, visit, or residency visas.
  • Applicants who can provide valid documentation proving that overstaying was due to unforeseen circumstances such as medical emergencies, job loss, or financial hardship.
  • Individuals reported for absconding must first clear their record with the Ministry of Human Resources and Emiratisation (MOHRE) before applying.

Required Documents for Application

Applicants must provide the following documents when submitting a fine waiver request:

  1. A copy of their passport, including the visa page.
  2. A detailed letter explaining the reasons for the visa violation and the inability to pay the fine. Supporting documents, such as medical records or termination letters, should be included to strengthen the case.
  3. Any additional documents as required by the Fines Committee.

Application Process for Visa Fine Waiver

The application process involves visiting Dubai’s Amer Service Centers or a GDRFA office. Steps include:

  1. Visiting the nearest Amer Customer Happiness Center.
  2. Obtaining a queue ticket and waiting for service.
  3. Submitting the completed application along with the required documents to a customer service representative.
  4. Paying the applicable service fee, which is typically AED 390, though it may vary based on the Amer center.

Alternatively, individuals may apply in person at a GDRFA office. If the visa sponsor is an individual, an additional processing fee of AED 15.75 is applicable. Applications are reviewed on a case-by-case basis, and processing times vary depending on the complexity of the case.

Service Availability and Timings

The visa fine waiver service is available at Dubai’s General Administration – Al Aweer Centre during the following hours:

  • Monday to Thursday: 7:30 AM – 7:00 PM
  • Friday: 7:30 AM – 12:00 AM and 2:30 PM – 7:00 PM
