New Boat Registration Rules in Dubai | HIN Now Required

July 10, 2025by Muhammad Muneeb

Dubai has introduced a new rule requiring all marine vessels in its waters to display a Hull Identification Number (HIN). The announcement was made by the Dubai Maritime Authority (DMA) and applies to all vessels — private and commercial — operating in the emirate.

What the New Marine Rule Means?

Starting immediately, boat owners, builders, operators, and importers must ensure their vessels are marked with a clearly visible HIN.

Key Details:

  • Mandatory for: Registration, renewal, and technical inspection
  • Format: Combination of letters and numbers attached to the vessel’s structure
  • Location: Must be affixed in an accessible and readable area on the hull
  • System Update: HIN must match the data submitted through the DMA’s e-system

Failure to follow this requirement can lead to:

  • Rejected license applications
  • Delays in inspections or renewals
  • Potential regulatory penalties

Why the HIN Matters?

A Hull Identification Number acts like a boat’s fingerprint. It reveals details about the vessel’s make, year, and origin. Globally, HINs are used to track ownership, confirm compliance, and assist in investigations or recalls.

In Dubai’s case, this move aims to:

  • Improve safety for people and property
  • Ensure regulatory compliance
  • Support clean recordkeeping in marine transport

What Comes Next?

DMA may issue further guidance on how to format and position the HIN in the coming days. Audits or enforcement checks may also follow later in the year.

To stay compliant, boat owners and marine service providers are encouraged to take immediate action.
