Dubai Backs 582 Tech Startups | AI Sector Dominates

Dubai’s goal to build a powerful digital economy is showing results. The Dubai Chamber of Digital Economy confirmed it helped 582 digital startups establish or expand in the emirate during the first three quarters of 2025. This progress is a key part of the Dubai Economic Agenda (D33).

A large number of these startups, 70 percent, came from other countries to set up in Dubai. This shows the emirate’s growing role as a global technology hub. The report noted that 21 percent of the companies were in the Artificial Intelligence (AI) sector, making it the most dominant field.

H.E. Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of Dubai Chamber of Digital Economy, stated:

“In line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, we remain committed to consolidating the emirate’s position as a central hub in the global digital economy. We are building an advanced business environment defined by agility, readiness, and innovation to keep pace with rapid technological change, while enabling digital companies to grow and expand from Dubai into global markets. This strengthens the emirate’s appeal as a leading destination for digital investment and tech talent, as well as a global testbed for developing and deploying new-economy solutions in line with the objectives of the Dubai Economic Agenda (D33).”

To attract these companies, the Chamber organized 16 international roadshows. These missions visited 17 cities in countries like the United States, United Kingdom, Germany, and South Korea. At home, the Chamber’s ‘Business in Dubai’ platform provided direct support for companies to get started.

By helping these 582 startups, Dubai moves closer to its vision of being a world leader in the new economy. This effort helps attract both digital investment and skilled tech talent to the region.
